Analisis Faktor-faktor yang Memengaruhi Kualitas Data: Tinjauan Technology Acceptance Model (Studi tentang Pemanfaatan Aplikasi ATLAS)

This research seeks to examine the elements affecting data quality via the implementation of the Technology Acceptance Model (TAM) in the utilization of the ATLAS (Aplikasi Tindak Lanjut dan Surat Tugas) system within the East Java Provincial Inspectorate. In the era of governmental digital transformation, data quality is a crucial component in ensuring accountability and transparency in internal control. The work applies a quantitative technique utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM). The sample consists of 108 employees of the East Java Inspectorate who have used the ATLAS application for at least three months. The study reveals that Perceived usefulness has notable positive effects on users’ Attitude (β = 0.412; p < 0.001), as does Perceived ease of use on Attitude (β = 0.371; p < 0.001). Moreover, Attitude significantly affects behaviors related to data quality (β = 0.456; p < 0.001). Perceived usefulness also demonstrates a direct positive influence on data quality (β = 0.285; p = 0.004), while Perceived ease of use exerts an indirect impact through Attitude . The coefficient of determination (R²) of 0.673 shows that the approach elucidates 67.3% of the variation in data reliability. This study points to the significant value of technology acceptance in generating accurate, consistent, and relevant data for evidence-based decision-making within public institutions. Theoretically, the study extends the application of the TAM framework to public sector organizations, while practically providing recommendations for optimizing the implementation of digital monitoring systems in government institutions.

Intisari — Penelitian tujuannya menganalisis faktor yang memengaruhi kualitas data melalui penerapan Technology Acceptance Model (TAM) pada pemanfaatan aplikasi ATLAS (Aplikasi Tindak Lanjut dan Surat Tugas) di Inspektorat Provinsi Jawa Timur. Dalam era transformasi digital pemerintahan, kualitas data menjadi elemen penting dalam mendukung akuntabilitas dan transparansi pengawasan internal. Penelitian memanfaatkan pendekatan kuantitatif teknik analisis Partial Least Squares Structural Equation Modeling (PLS-SEM). Sampel penelitian berjumlah 108 responden yang merupakan pegawai Inspektorat Jawa Timur dan telah menggunakan aplikasi ATLAS selama minimal tiga bulan. Temuan penelitian melihatkan Perceived usefulness berpengaruh positif signifikan terhadap Attitude pengguna (β = 0,412; p < 0,001), demikian pula Perceived ease of use terhadap Attitude (β = 0,371; p < 0,001). Selain itu, Attitude berpengaruh positif terhadap perilaku yang berhubungan dengan kualitas data (β = 0,456; p < 0,001). Pengaruh langsung perceived sefulness terhadap kualitas data juga signifikan (β = 0,285; p = 0,004), sementara Perceived ease of use terdapat pengaruh tidak langsung melalui variabel Attitude . Nilai R² 0,673 melihatkan model dapat menjabarkan 67,3% variasi dalam variabel kualitas data. Temuan ini menegaskan bahwa penerimaan teknologi berperan penting dalam menghasilkan data yang akurat, lengkap, dan relevan bagi proses pengambilan keputusan di lingkungan birokrasi. Secara teoretis, penelitian ini memperluas penerapan model TAM dalam konteks organisasi publik, sementara secara praktis memberikan rekomendasi untuk optimalisasi implementasi sistem informasi pengawasan berbasis elektronik di sektor pemerintahan.
