Abstract

Abstract

Educational leadership has become a critical issue during periods of dynamic change, as educational institutions face policy shifts, digital transformation, accountability demands, quality expectations, and increasingly complex governance. Previous studies have examined transformational, instructional, adaptive, and distributed leadership. However, these discussions often remain fragmented and do not sufficiently integrate the fundamental concepts of educational leadership and management. This study analyzes how these concepts explain the role of educational leadership in responding to dynamic change and how the integration of leadership and management can strengthen institutional effectiveness. It employed a qualitative conceptual design through a literature review of relevant academic sources. Data were collected through literature searching, selection, critical reading, concept mapping, thematic classification, and reference organization. The data were analyzed using conceptual content analysis by identifying key concepts, grouping themes, comparing theoretical perspectives, and synthesizing relationships among concepts. The findings show that educational leadership should be understood as an adaptive and systemic practice that integrates vision, values, strategy, governance, communication, collaboration, data-informed decision-making, teacher development, and continuous evaluation. This study recommends strengthening an integrative educational leadership and management framework and conducting further empirical research across different types of educational institutions.
